Exit route for allies after new Iraq deal ?

Times Online has "Exit" in their headline for the story that begins:

TONY BLAIR and President Bush are preparing to hail the formation of Iraq’s first permanent government since the fall of Saddam Hussein today — a development that should finally allow them to begin withdrawing their 140,000 troops from an ever more hostile country.
Exciting and encouraging? But then read ABC News article "More Troops Being Deployed to Iraq ."
Pentagon officials tell ABC news that two battalions — about 1,300 troops — are moving into Iraq from Kuwait. With the additional troops, there will be more than 134,000 U.S. troops in Iraq.
Officials say the troops are going for two reasons. First, they will provide reinforcements for ongoing operations against insurgents in the Sunni triangle. Second, they will provide additional security for the new Iraqi government which is expected to be named this weekend in Baghdad.
The two batallions are coming from a call-forward brigade of 3,500 troops that has been stationed in Kuwait on stand-by, ready to be rapidly deployed on short notice.
Tony Snow is really doing a great job. Two different signals sent out at once. A true magician.

But wait - if the troops are withdrawn to Kuwait or even Iran, then the first article would be true. Oh W, you word genius!
